Overlay modifying setbacks and parking minimums for the eight-block downtown core forwarded to Council 3–2.

The Commission forwarded the Steele Street downtown overlay to Council by a 3–2 vote. Commissioner Whitlock dissented, citing Confederate Avenue spillover concerns.
